That'll be buried in either anaconda or python-blivet for
autopartitioning behavior, which always makes two partitions (on MBR
partitioned drives): boot partition (fixed size), and the remainder is
LVM PV. There is no unpartitioned free space. So all remainder goes
into the VG.
Gotcha, there is separate logic whether to even create a /home
mountpoint. So at a certain size, there may end up being a /home, and
I'm just not running into it with a 21G sda/vda device.
