And how is this different from any other currently existing service?
Most of them don't work without /var or files spread across different
file systems, i.e. before any service is usable, at lease all required
filesystems need to be mounted.

Init mounts those filesystems, so requiring them to be mounted before
init can run doesn't make sense.
