Apart from those jpackage and debian wrote, not that I know of
Where are these guidelines?
Do reviewer accept dlopened files to be dumped in %_libdir, or
are these legacy packages?
If reviewer accept that for new packages, that deserves a
guideline to explicitly disallow such packaging.
