Usually a security fix or upgrade of package in EPEL. To get them
upgraded into EPEL it needs to show that upgrading to it won't break
existing systems. If a break would occur then the package needs to be
named appropriately (eg if trac-0.9 wont work with anything sooner
then a package called trac09 needs to be created and put into epel.
Then a test period of how we would update to that (how much downtime
etc) would occur.)
