It isn't. In reality there are some packages like "filesystem" that
nobody lists as
a dependency. But in general all dependencies should be listed.

There two build environments. For building source packages ("srpm-build"
package group)
and for building binary packages ("build" package group) defined in Koji
(a Fedora build system). E.g.:
