I thought it might be in gdm.service so I switched

I disabled a bunch of junk like modem manager and dropbear,
nothing that I see should have the slightest

Well, doing some googling about this points to bugzillas (older ones though) related
to either systemd-tmpfiles-clean.service or systemd-tmpfiles-setup.service.
