Yea, I found some old reports as well, but I definitely didn't
change the state of any of the systemd-* or dracut-* services,
and /run is a tmpfs, so it definitely isn't leftover from
a previous boot.
I've just noticed that one of the things I setup was a
/etc/tmpfiles.d entry for the stunnel service, but I didn't
create the stunnel user yet. Maybe the error handling is so
bad in the tmpfiles service that it just quits without
ever getting to the nologin code.
I'll create the user properly and reboot again and see
what happens...
