I disabled a bunch of junk like modem manager and dropbear, nothing that I see should have the slightest connection to login (and nothing that isn't already disabled on my fedora 24 system).
Well, doing some googling about this points to bugzillas (older ones though) related to either systemd-tmpfiles-clean.service or systemd-tmpfiles-setup.service.
