I tried changing the entry in MirrorManager to the new rsync URL.
Unfortunately that is not possible as Bayreuth admins have entered a
second host (rsync.uni-bayreuth.de) hosts which is already using that
URL and those URLs have to be unique in the database.
So my questions for Bayreuth admins is, is ftp.uni-bayreuth.de the same
machine as rsync.uni-bayreuth.de? If not then it would make maybe more
sense to put the rsync URLs to host entry belonging the
rsync.uni-bayreuth.de and if ftp.uni-bayreuth.de does not offer just
remove the rsync URLs from there.
If only rsync.uni-bayreuth.de supports rsync then it would maybe be
better to move all rsync entries to that host.

OK, done.
rsync.uni-bayreuth.de and ftp.uni-bayreuth.de are different hosts
sharing the same file-system.
rsync.uni-bayreuth.de ist the host controlling the file-system and
mirroring/rsyncing the distributions.
ftp.uni-bayreuth.de is the "user front end". On this host, the
file-system is only available "read-only".
Nevertheless for the user wanting to fetch the content it is more
logical, if there is only one host in the database. So I removed
"rsync.uni-bayreuth.de" from the database and updated the record for
"ftp.uni-bayreuth.de" and added
"rsync:/rsync.uni-bayreuth.de/fedora-linux-enchilada/linux" to the
category "Fedora Linux".
If there are any further problems concerning our entry, please tell me.
