#190: Add Fedora IRC Support SIG OP power to #fedora-diversity

Please briefly describe the interaction that caused you to file this
ticket:
The #fedora-diversity channel has a lack of concrete user and op codes of
conduct and has recently been the in-direct target of personal attacks.
Pulling the channel under the Fedora IRC SIG umbrella will give the
channel a foundation of rules as well as operator assistance from those
OPs who have the bandwidth to lurk there.
Please note other IRC nicks that are involved in this interaction: nirik,
tatica
Please describe what action or positive change could be adopted based on
this feedback:
The channel founder (tatica) and the fedbot owner (nirik) agree upon the
above reason and then take the necessary actions to include #fedora-
diversity within the Fedora IRC SIG umbrella.

#188: Missing required information for bans

Reviewing #fedora bans.
The following entries are new, but have no explanation as to why they were
added:
[13:34] [BanList:#fedora] $a:b4dtR1p set by fedbot on 3/4/16 9:58 AM
[13:34] [BanList:#fedora] $a:drbean set by fedbot on 2/27/16 8:18 AM
- For 'drbean', I suspect it was because of the very frequent joins and
splits.
- For 'b4dtR1p', there is no information in my logs.
As a Fedora OP, we are required to submit bans through #fedora-ops along
with an explanation as to why we took the action. See "If you remove a
user from the channel, note the action in the #fedora-ops channel." in the
following link:
https://fedoraproject.org/wiki/IRC_operators_code_of_conduct
Since this information is lacking, I am submitting this ticket for review
so that we can properly gather the missing information.

ticket:
It appears both of my nicks have been banned from the #fedora-social
channel. I suspect this is due to a night where I had left my main nick
logged on at home and logged into my mobile Nick at work. It appears that
I had issues with wireless both at home at at work that lead to a bit of
quickly repeated logging on and off. The next day I noticed I was banned.
I'd like to know if that is why I was banned, and what I would need to do
to have said ban lifted. I don't terribly much talk in that channel, but
do from time to time.

A recent upgrade left my system unbootable, when i got back on i logged
into irc channel and explained that i se linux had caused it, and put it
in permissive as a workaround, i even mentioned it was temporary, however
fenrus02 got really mad that selinux was ever disabled and demanded
avc_logs, saying i had been complaining on the issue for over a year.
I have not been in the channel for over a year, nor a year, nor i have
used fedora for that long either and he confused me for someone else, i
mentioned this and he promptly muted me. When i tried to explain to him
again that i was not who he thought i was, i was threatened with a ban
without any talk possible.
