Packages are not automatically branched for each EPEL version. Each package
must be branched by a packager for each particular release, and packagers
may or may not be interested in EPEL-8 while they were interested in
EPEL-7.[1]
The preferred method of asking a maintainer for an EPEL branch is to file a
ticket in bugzilla[2] against the "Fedora EPEL" product.
In short, nobody's asked for it yet. But you can.
