Yes, it's technically possible to put both dashes and dots in package
name, although I'm sort of failing to see what the benefit of doing that
would be. Is this for readability only? For me, python34-something is more
readable than the two variants you propose (but I understand that it's a
matter of personal preference and if majority likes one of your variants,
we can use it).
I can actually see a reason.. when you want python310 to replace python39
using simple parsing rules. But that is just me comparing colours on the
bikeshed. [It should point south.. or you'll get the wood rot.]
