EPEL-7 is built against Server, Server-HA, Server-Extras,
Server-Optional and it is expected that these are available for this
to be run. We try not to replace or have newer packages than ones in
those channels.
CentOS already has Extras enabled by default. And python2-libcomps in
Extras has the `python-libcomps` Provides, so it should just work.
I guess RHEL 7 doesn't have Extras enabled by default?
