python-attrs is shipped in the base distro so EPEL can not easily
replace the package. You will need to work with the upstream RHEL team to
see if they can update python-attrs OR you will need to update your python
requirements to python38 or python39 whose modules come with the 19.3.0 and

Remember python-attrs don't have many deps , what I can do to
have it
updated at least to 18.x version released at 2018 / 2019 ?
