The Fedora installation ISO has partitions (well, kinda. It’s complex) so it does support
EFI boot. But I agree that dding the whole iso to a partition is unlikely to work, since
it would be partitions in partitions.
However, the installer does support pointing at an ISO on a filesystem.
As a file. But you still need to boot the installer from somewhere.
