the grub2-mkconfig program, so unless you run it yourself
you can make permanent changes by simply editing the
grub.cfg file directly.
When dnf installs a new kernel, it simply looks at
the existing kernel lines in grub.cfg and copies the
same options to the new kernel line (or the "grubby"
program it runs does that).
