The problem happens when you dnf update flash-plugin while firefox is
running. Firefox writes its cache of plugin info, pluginreg.dat, on
quit -- but it uses the in-memory info to do that. In the case above,
the old version number is written to the cache file.
To fix the problem, remove your pluginreg.dat file from
~/.mozilla/firefox/PROFILE.DIR/ (PROFILE.DIR is different on each
system)
Thanks for this. I didn't even know I had the problem. I use the
freshplugin solution described in response 1 at this link for flash.

I never see complaints about missing the latest version, but it
also didn't use the latest version when I installed it (looking in
about:plugins). As soon as I used your solution, it showed that it
picked up the latest version.
That said, I don't think I actually need flash that much anymore (a
good thing, given its security history). The videos I view on the web
seem to be webm or mp4. And next year, when mpg is completely off
patent, maybe that will become the defacto standard for low quality web
video, further sidelining flash.
