Needs? Any reason it couldn't be done with debuginfo-install?
PackageKit provides a abstraction layer that makes Abrt more easily
reusable by other distributions willing to adopt it. Broader adoption
often leads to a more robust software and thus a benefit to Fedora users
as well.
