That /usr is required to init IPv6 would be a bug. We tend to
fix this by looking at the whole problem, though -- we don't
automatically move things out of /usr, we think about what
else we can do. Often, things get re-written as awk scripts
to avoid growing /bin or /sbin.
- portmap resides in /bin but links to libwrap.so - which is in
/usr/lib and may not be available.
Again, a bug one way or another.
