rpmbuild --rebuild whatever.src.rpm
Chances are you'll find you'll need to install a bunch of "devel" rpms
for the build to succeed.
Oh, you should also do the following first....
1. As root yum install rpm-build rpmdevtools
2. As the normal user you are going to do the rpmbuild run rpmdev-setuptree
