Sometimes the corona wire ages a bit and doesn't do a great job. That's
something you might be able to replace and/or clean it. Back in the day,
you could do that.
On my Brother printers, the corona wire is part of the drum assembly,
so if the OP's is the same, he's already replaced it,... I believe he
said in the OP that he had replaced the drum.
