new upstream release, reviewed the changes, and determined
that none of them are relevant or worthwhile enough to

I looked through the changes

and it’s pretty much all refactoring, fixes for
const-correctness, and changes to some Windows GUI code.
No changes to functionality as far as I can see, so I'll
skip this release.
