In Xfce it can be fixed by changing the value of
/Gtk/CursorThemeSize to 16.

--> Settings Editor
--> xsettings
--> xsetting (bottom left)
--> Gtk (drop down pointer on right)
--> CursorThemeSize (default is 21, change to 16)
