Whoops. I was reading too fast. I thought you meant:

The reason pkgdb doesn't show a docker-selinux package is because there
isn't one. Its not it's own package, it's a subpackage of the
'docker'
package. pkgdb deals with src packages.
So, look instead at packages (with the caveat that it might be a bit
out of date these days):
https://apps.fedoraproject.org/packages/docker-selinux
you can see there it's a subpackage of the docker source package.
