I have it... :

I worked around very much to this problem ..
I also reinstalled fedora 27...
I remember one time I was able to install netbeans 8.. (I am not so sure
this can be influenced but that time I installed it as root..).
When I rebooted the computer the installation doesn't worked any more..
My opinion actually is that NetBeans in not any more maintained from Oracle
and because this it is not not so much affordable as it was in the past..
I continue to use NetBeans with Fedora 21..

Another possible problem is that you only have the headless Java package
installed. If you haven't installed a Java application, you might not have
the full version. What does "rpm -qa | grep openjdk" show you?
