I have the following packages installed:

camorama-0.20.7-5.fc32.x86_64
When I run either cheese or camorama, the webcam is activated. cheese
gives you some interesting creative effects, and allows you to make
videos.
Running Xfce ...
Multimedia->Cheese
or
Multimedia-> Camorama Webcam Viewer
