There's be a cleaner way to do it, but you may be able to do something
like this:
ExecStart=/usr/bin/fetchmail -d $((600 + RANDOM % 1800))
(Or wrap your fetchmail call in a script if systemd doesn't like
that). It won't be a predictable delay, but it should spread the load
around well enough for your purposes.
