Yes. Add "acpi=off" to the grub kernel line. (This is effectively
"apm=on".) Many older notebooks do not work with acpi. Some apparently
don't work with either.
Older laptops (those with a BIOS made earlier than 2001) will automatically
disable acpi unless you boot with acpi=force.
The quality pre 2001 was somewhat dire to say the least.
