Ok, I was able to work my way through
that, something I have never done before
and it took some effort to get things
right but it works perfectly to build
and install the rpm. I will save the
instructions.
And the resulting xfce theme looks good
to me and the xfce terminal HAS a scroll
bar.

After rebuilding and installing,
it is recommended to read the comments in:
/usr/share/doc/duskgrey-theme/userContent.css
apropos Firefox and dark themes,
if you have not already set up something similar.
