Yes - it does all of that.
It can either shrink or expand a partition.
You must be careful to leave enough room in the
windows partition because it uses free disk space for swap.

actually, in reading info at
http://www.resize-c.com/, i may have missed
it, but there is nothing on pages stating anything about locked directories
of files.
only statements are that it allows one to safely resize.
