Those are two different files. One is a server spin, the other is a
workstation spin. They have different sets of packages.

The really big GB files are complete installation disc images. The
smaller 1/2 gig files are the network installers. You get a smaller
initial download to start off the installation, and it pulls in what
else is needed, off the net. Which, since most people don't install
everything and the kitchen sink, ought to be smaller, overall.
