Fedrora is rather btrfs-hostile. (you know "not invented here syndrome").
If you want to use btrfs I'd suggest you use SUSE where it is supported.

It appears that editing /etc/sysconfig/docker:
OPTIONS='--storage-driver=btrfs --log-driver=journald'
Has at least let docker start and run 'hello world'
