Either give use a way to kill a hung cp or rsync when the VPN goes down and

Hmmmm…, would you mind posting the mount options from the fstab entry for
your CIFS mount?
If you have the non-default "hard" option included in there, you should be
yelling, instead, at whoever must've explicitly added that option there, as
helpfully explained by the mount.cifs(8) man page.
