I think fedup is not more available. The new upgrading tool is a dnf-plugin:

Basically you need to run:
sudo dnf system-upgrade download --releasever=23
sudo dnf system-upgrade reboot
or:
sudo dnf distro-sync --releasever=23
One of the points that bothered me about fedup was that (in my experience) there was no
Y/N question before going ahead with the actual update (which both yum and dnf have before
going through with an update, unless explicitly called with the -y option). It simply went
through the list to download and then went on updating/upgrading.
Is this option there when distro-sync is done using dnf?
