[sudo] password for xxx:
That's how sudo has worked for ages. You may be thinking of su
instead of sudo.
$ su -c 'chown xxx /proc/bus/usb/007/002'
would prompt you for the root password. Using sudo requires you to
setup the /etc/sudoers file.
