Assuming you're using Gnome, go to "System->Preferences->Startup
Applications" and ensure you have "PackageKit Update Applet" in there
and enabled. If not, add it. The actual program name ("command") is
"/usr/bin/gpk-update-icon".
Looks like it is running already.
