Why not? That's exactly what ldconfig does. It creates links to the latest
version of the library. There's an ldconfig systemd unit that runs at boot
to fix things up if necessary.
I don't _think_ the ldconfig.service unit should touch any
symlinks. It calls `/sbin/ldconfig -X` where -X means:
Don't update links. Unless -N is also specified, the
cache is still rebuilt.
But I haven't looked at the source or tested to see what it
does if a symlink is missing entirely. I don't know if that
is considered "updating" it or not.
I do think this problem is a self-made one. Anyone who's
manually adding, changing, or removing symlinks in /usr/lib*
is on their own to fix what they may have broken.
