It *never* does that here. It just sits there doing nothing. Even on
my local server, which I know supports resuming downloads and has no
stupid tricks implemented to thwart resumes.
Every version of Mozilla or Firefox, Windows or Linux, that I've
tried, behaves that way.
Then I think I'd take a log hard look at whats in about:config to see if
its disabled for some reason.

People having trouble with vz bouncing email to me should add the word
'online' between the 'verizon', and the dot which bypasses vz's
stupid bounce rules. I do use spamassassin too. :-)
