Pretty sure Xfce spin uses lightdm, and... there's a good chance you have
pam-kwallet installed. To verify,
rpm -q lightdm pam-kwallet
# rpm -q lightdm pam-kwallet
lightdm-1.25.2-1.fc28.x86_64
package pam-kwallet is not installed
If so, another test if this is the problem,
dnf remove pam-kwallet
(at least temporarily), then reboot and login. Does the problem remain?
Have not rebooted through a few updates. Probably should to see if the
backlight problem goes away...
