I can confirm this (using KDE's PDF exporter). I'm not sure why it is.
Perhaps because Liberation is a "non-standard" font, font exporters
assume that recipients won't have it and thus export to graphics in
order to guarantee formatting is preserved.
If you use Fedora's style options to force sans serif (temporarily) to
render as "monospace" then the PDF will have copyable text.
