I don't know the answer to your question nor do I know enough on the subject to know
about the utility of having two swap devices. But (as I asked before), what is the device
UUID? sudo blkid should have the infomation.

Using the uuid of the device instead of it's device file name
in the GRUB_CMDLINE_LINUX line made no difference.
