Ouch.
I had the same problem yesterday, but a rm /etc/*.lock fixed the issue for me.

I tried that. There is a .lock file for passwd, shadow, gshadow and
group in /etc. I removed all 4 lock files and each time I rerun
useradd, the lock files show up again with the same result.
