I haven't done an upgrade on my F31 VM. But a fresh install of a F32 has a spinning
disk next to
the pointer.
Try a new user just to see if it may be a setting issue of some sort?
There have apparently been some changes to the UI themes for xfce. Try
different ones from Applications>Appearance to see if the animation will
recover. Unfortunately there isn't an option in the mouse settings page.
