Only if you mount it with the right options.
If you mount it with other options, or don't mount it and just have a
/tmp directory, it's going to be normal filesystem.
Ok, I didn't think I needed to spell it out. By default, Fedora
configures /tmp as a tmpfs filesystem with no disk backing.
