Which older versions of RedHat? That directory does not seem to be
present on Redhat 9 or 7.3. In fact, /usr/doc did not exist on either of
these releases either.

available on the net, it is nice to have a local copy in the case of
problems and I want to save myself having to download (some of) them over
a slow connection.
Perhaps this was because HOWTOs can very quickly go out of date.
