Maybe. If the kernel is stuck in a non-inturuptable state, no. If the
keyboard is still running, it should work as long as it's not a hardware
issue.

Magic SysRq key is enabled at compile-time, but disabled at boot-time.
So, I had to use the physical power button. However, as soon as the
computer booted, I configured Magic SysRq key to be enabled at
boot-time.
