I was told from another user that apache 2.0.51 has
a serious bug and need to switch immeadiately to
2.0.52. I was not told if my senario of backspacing
was the related bug or not. Anyone know??

Well, that's not what the Apache documentation says...

So, that means you need to add the option in the main body of the
server
config, a virtual host config, a directory config, or a .htaccess
file.
And how is this different from the OP's idea of creating .htaccess
files?
