Because the "kernel" packages fall into a category known as
"installonlypkgs" and are
handled differently.
You probably have installonly_limit set to 3, the default, in /etc/dnf/dnf.conf. Since
you already have 3 installed no more
will be installed with "dnf install". But "dnf update" will remove
the earliest version
of kernel and "install" the latest version.
If you look at the transaction details you'll only see "remove" and
"install" related to
most kernel* packages. You won't see
"upgrading".
