In yum it is:
/pub/fedora/linux/core/development/i386/
at
http://download.fedora.redhat.com/
(I put it in two parts to avoid line wrap)
I don't think it is availbale by apt-get currently.
It's available through apt (as well as yum) from
http://ayo.freshrpms.net/
You just need to replace "1" with "development" in the usual URLs and
you're all set to tra^H^H have fun with your system! :-)
