In the very top of /usr/share/pipewire/pipewire.conf:
# Daemon config file for PipeWire version "0.3.34" #
#
# Copy and edit this file in /etc/pipewire for systemwide changes
# or in ~/.config/pipewire for local changes.
So it's using a fairly common standard these days, having packaged
settings in /usr/share/$SOFTWARE and local config changes in
/etc/$SOFTWARE and in ~/.config/$SOFTWARE for per-user settings.
